Minecraft:Treaty of New Seattle
The Treaty of New Seattle was drafted as an agreement between Alexander the Architect and all the empires of the land, after he lost interest in further developing his lands. Below is the agreement signed by all parties.

Preamble
Whereas Alexander the Architect grows weary of managing his lands;
Whereas the major empires of our world wish to further develop the city of New Seattle;
Whereas in the present arrangement, no one can do any construction in New Seattle without permission from Alexander;
Whereas Alexander is preoccupied with other things, and wishes to not be bothered with trivial requests;
Therefore, be it resolved, an agreement between the major empires of our world and Alexander shall be made, and is made, this instrument providing such an agreement.
Article I: Sovereignty
The sovereignty of New Seattle shall be surrendered to all the nations of the world in a condominium; these nations include:
Article II: Governance
The members of the pact shall jointly exercise all powers as a unitary authority, to be assembled as a parliament. Alexander shall always be entitled to a seat at this parliament.
Any nation may enter the pact, or have membership revoked, by a majority vote of parliament. Any power may withdraw from the pact at any time unilaterally, but most rejoin using the usual procedure.
The number of members required for a quorum shall be two.
Article III: Construction
These nations shall provide for the good governance and management of the city, and are free to construct new buildings; however, buildings constructed by Alexander may not be modified, except with his explicit permission.
All public transportation and road planning in the city shall be provided by Erisiana, and all infrastructure relating to the operation of the Malaclypse Interior Waterway shall be the property of the Confederation of Erisiana.
The New Seattle Airport construction shall be a joint venture between Erisiana and Foxdale.
The city may not annex or rescind any territory without the approval of the concerned empires.
Article IV: Defence
Defence of the nation shall be the responsibility of Caerpen, with Erisiana providing assistance as required. This includes all naval defences in the city, and in the canal zone.
Article V: Rights of Way
All nations who are members of the pact shall enjoy the right of free passage through New Seattle. All nations may create rights of way through the city, and have their highways pass through with their own signage.
Article VI: Amendment
Amendment of this document must be done via a super majority of parliamentary members and agreement of Alexander.
Article VII: Right of First Refusal and Preemption
Alexander shall enjoy, in perpetuity, the right of first refusal and right of preemption, for any structures in New Seattle.
