Minecraft:Constitution of Erisiana
Preamble
We of the House of Eris and Discord House do ordain and establish this constitution for purposes of ensuring good governance of the Confederation of Erisiana and its constituent parts. We ask for the blessing of Eris for this undertaking.
Confederation divisions
The confederation is divided into the following subdivisions:
- Provinces
- Territories
- Joint Sovereignty Areas
Provincial divisions
Provinces are divided into districts, each with their own government. Any area not incorporated into an existing district is in the Unorganized District, directly under provincial jurisdiction.
Forms of governance
Each subdivision of Erisiana has its own form of governance, in addition to confederation level governance.
Each part of government has five separate divisions: legislative, judicial, executive, auditing, and prosecutory.
Erisiana Confederation
The Erisiana Confederation government is the top-level government. They may make any law that is not inconsistent with the constitution.
The legislative branch shall consist of a parliament of representatives.
The judicial branch shall consist of a supreme court of members of Discord House and the House of Eris.
The executive branch shall consist of the Grand Inquisitors of the House of Eris and Discord House.
The auditing branch shall consist of a panel of auditors appointed by the executive with the consent of the legislative branch.
The prosecutory branch shall consist of a top level prosecutor, the Grand Persecutor, who prosecutes confederation-level crimes. This position shall be appointed by the auditing branch.
Provincial
Each province shall have its own government, and may make laws in any area except the following:
- Foreign relations, except for limited liasons to neighbouring nations
- E level routes
- Cross-border transportation
- Marijuana and alcohol
- International border security
- Immigration
- Customs
In addition, provinces may not override confederation law.
Territorial
Territories have limited local governance, and cannot pass laws except for the following areas of competence:
- Schools
- Roads
- Trash collection
- Public utilities
- Building codes
- Public safety
In addition, territories may not override territorial law.
Joint Sovereignty Areas
Joint Sovereignty Areas have local governments similar to provincial governments, and similar competency, with the stipulation that they must work with the government they share sovereignty with.
Districts
Districts may make laws similar in scope to territories, but may not override provincial law.
